Format of the
GIS data transferred to Program Coordination Unit (PCU) and cartographic information
exchanged between Caspian Regional Thematic Centers of the Caspian Environment Programme
(CEP) should be in accordance with following requirements:
Basic software for project development is Arc View GIS
3.1 (or 3.2) of ESRI Company.
Taking into account that the project file is connected
with the name of the folder, which contains the project file and the shape-files, the
project file *.apr and all files concerning this project should be located in the same
folder for further simplifying of using of this project on different computers.
During development of the map of the whole Caspian
region View projection should have following properties (View®
Properties):
Projection: Transverse Mercator – UTM, Custom
Distance Units: kilometers
Map Units: kilometers
Spheroid: WGS 84
Central Meridian: 51
Reference Latitude: 0
Scale Factor: 0.9996
False Easting: 500000
False Norting: 0
General map of the whole Caspian region in the above
mentioned projection should at least cover rectangular field (in UTM projection) with
coordinates of the apexes:

Names of the shape-files should correspond with
abbreviated name of the thematic layers. No more than 8 symbols should be used in file
names.
Creating thematic layers, shape-files should be saved
not in any projection, but in decimal degrees, which are the most universal and flexible
type of saving and usage of cartographic information.
Creating field of parameters distribution in
geographical area (surfaces or isolines), all data concerning the method of data
interpolation, sizes of the grid cells on longitude and latitude, initial data’s table
and so on should be presented.
For presenting the results of measuring of parameters
for showing on the map, geographical coordinates of the measuring points should also be
presented. Coordinates should be presented either in table format in ASCII files, or in a
shape-file, or in tables of ACCESS97 software. Coordinates should be in decimal degrees
with accuracy no less than four signs after decimal point.
All necessary information concerning the layer should be
presented in attribute table of the thematic layer, and interpretation of all
abbreviations in the table should be given.
Tables should be either in *.dbf format (table format
Arc View – dbase IV) or in ASCII files (CSV, comma separated values).
Text files with explanations or other information should
be in MS Word 97 or ASCII formats.
If the project has the database ACCESS97 connected with
map, then this connection should be established using project window and menu items
Project ® SQL Connect.
If necessary files should be archived using WinZip or
WinRAR software.

should be presented (in English and Russian (if applicable) ):

Brief annotation.
Date of creation (last revision).
Author(s).

Introduction: Coastline is used to show the contours of the sea and
includes the coastlines of the islands.

Used dataset: The coastline was digitized from the
Navigation Map published by the Navigation and Oceanography Department of the Defence
Ministry of the USSR in 1987. (Scale 1:1000000, Mercator projection) and was corrected
using the image from the satellite “Resurs” made in 1997. Resolution of the image is
150 m.
Method (and software) used for map creation: The coastline obtained by
digitising the paper map and the satellite image in Arc View GIS 3.1 (ESRI).

линия была оцифрована с навигационной карты,
изданной Управлением Навигации и Океанографии
Министерства Обороны СССР в 1987 г. (Масштаб 1:1000000,
проекция Меркатора) и была откорректирована с
использованием спутникового снимка со спутника
“Ресурс”, выполненного в 1997 году с разрешающей
способностью 150 м.

использованный для создания карты: Береговая
линия получена путем оцифровки бумажной карты и
спутникового снимка с помощью программы Arc View GIS
3.1 (ESRI).
The most preferable type of information exchange is
ready ArcView project (including *.apr-file, shape-files, tabular data, raster-grid
themes, databases and other data connected to this *.apr-file), less preferable are
separate thematic layers as the shape-files (set of files *.shp, * .shx, *.dbf, *.avl). At
distributing the separate thematic layers, the legend file (*.avl) must be added for each
shape-file.
In some cases, the cartographic information can be
passed either in “ARC/INFO Export (Generate) format”, or in ASCII format. In ASCII
format point theme can be presented by X, Y coordinates of point objects, line theme can
be presented as consequence of the point’s coordinates, making up the lines, and
polygonal theme – as consequence of point’s coordinates, making up the polygons. Such
format, for example, can be used at presenting the coordinates of the pipelines, borders
of nature reserves and so on.
As a last resort (only if agreed with the PCU)
cartographic information can be send as scanned image in *.jpg, or *.tif format, or as a
paper map with all necessary information, as mentioned above.
