General Information. Objectives

Overall Objective

The adoption on a region-wide basis, of an effective transboundary Integrated Coastal Area Management Planning process resulting in reduced environmental degradation, enhanced human health and development, protection of coastal habitats and preservation of global biodiversity.

Immediate Objectives

  • Plan for the management of the Caspian environment and its resources, balancing human needs, protection of land and water and ecological conservation.

  • Optimize the multiple use of resources through the integration of social, economic and ecological information.

  • Promote intersectoral cooperation and coordination to address complex development issues and formulate integrated strategies for the expansion and diversification of economic activities.

Major Responsibilities of the CRTC

  • Develop a work plan and implement activities in the area of Integrated Coastal Area Management Planning.

  • Coordinate activities in Integrated Transboundary Coastal Area Management Planning throughout the region.

  • Organize and conduct working groups and training sessions on Integrated Coastal Area Management Planning.

  • Develop relevant regional recommendations, guidelines, guidance and strategy within the area of Integrated Coastal Area Management Planning.

  • Assist in the development of the Transboundary Diagnostic Analysis (TDA) and the Priority Investment Portfolio (PIP).

  • Assist in the development of the National Strategic Action Plans (NSAPs) and the regional Strategic Action Programme (SAP).

  • Network with national and international institutions and specialists in the area of Integrated Coastal Area Management Planning.

  • Identify and negotiate co-funding support for closely-related and essential activities which are currently not covered by the GEF budget.

  • Liaise closely with National Intersectoral Coordinating Functions and the PCU.

  • Contribute scientific and technical expertise to CEP information system development and public awareness activities.

  • Cooperate with other Caspian Regional Thematic Centres.

  • Develop and manage a Coastal Resources Database for the purpose of Integrated Coastal Area Management Planning.

Outputs

  • A regional Thematic Centre for Integrated Transboundary Coastal Area Management Planning
  • A series of national Coastal Profiles, and a Caspian Regional Coastal Profile

  • A Training Course in each participating country on the principles and procedures of Integrated Coastal Area Planning and Management, as well as the technical, institutional and other ingredients required for effective planning

  • Draft Guidelines for the ITCAMP Process, tested and evaluated in pilot projects

  • Operational Coastal Management Plans arising from the pilot projects

  • Handbook for Integrated Coastal Area Management Planning in the Caspian Region

  • Coastal Resources Database primarily for coastal management planning accessible widely through the WWW medium and contributed to the TDA, Caspian Coastal Resources Atlas (provided the required co-funding can be secured)
