SECTION 6. Conclusions

  1. Caspian coastal zone of RF being starting point of its participation in most important resources exploration of Caspian Sea – water bioresources, hydrocarbon minerals, transport potential, plays important roles in organization of cooperation between Russia and other Caspian side states.

  2. Natural resources of Caspian coastal zone, especially hydrocarbon minerals, fish, water, land and space are useful for dynamic and stable economic development, welfare growth of population together with effective steps on environment protection.

  3. Demographic situation in coastal zone is characterized by population growth at Dagestan zone, especially for its youth group, complication of migration processes, increase number of unemployed, income decrease of people, health decline.

  4. Coastal zone possesses mighty productive potential especially on dagestanian side, however economic activity in terms of crisis of 90ths had short decreased, industrial facilities are used partially. Last years there is some economical revival in oil and gas manufacture, fishery, food manufacture. Issue of the day is restructure of all economy sectors and enterprises reforming with provision of their structural and technological renewal.

  5. Operating systems of heat, energy, electricity, water, transport communications, economics do not support population duly, start with potable water; basic production funds are outworn; most part of objects is situated in submergence zone and in malfunction.

  6. Ecological situation is characterized by high level of polluted basins, including sea water, growth of everyday and industrial wastes, natural resources are used unrationally, impendence of degradation of natural complexes of coastal zone and water ecosystem, its valuable bioresources.

  7. Caspian coastal zone of RF is characterized as contradictionary region, for example, “economy – environment”, “sea hydrocarbon minerals – valuable sea bioresources”, “transport communication – sea ecosystem”, “social progress – traditions”, “economic diversification – traditional activities and handicraft”, “local population – migrants”, “centralization of administration - self-sufficiency of population”, “producing bodies – local population” etc.

  8. Approach to development of Caspian coastal zone of RF on principles of complex administration of coastal zones (CAXZ) has very important meaning presently in transition period to market economy, changing in forms of property and reconsideration of regulating role of federal and local administrative bodies. Acquaintance with modern administrative practice together with high level of development of nature observing sciences will contribute to successful social-economic, and ecological development of region.

  9. Appraisal of modern legal and normative mechanisms, determining activity in a inshore zone, consideration of situation specifics in country and particularities of legal culture shows that acceptance of special federal law on coastal zones administraion will be the best choice for formation and realization of CAXZ approaches.

  10. Problem solvation about legal status of Caspian Sea which shall be based on Iranian-Russian (Soviet) provisions of agreements and on many-sided Caspian agreement development will have important meaning for legal basis of Caspian coastal zone maintenance.
